House subcommittee approves funding for constituent engagement innovation project

The Subcommittee on Modernization and Innovation announced on Apr. 17 that funding has been approved for a new Constituent Engagement Innovation Project, aimed at modernizing how Members of Congress interact with their constituents.

The initiative is intended to expand the technological options available to lawmakers for communicating with the public, moving away from reliance on just a few correspondence management system vendors. Supporters say this could improve outreach efforts and provide better service to communities.

Chairwoman Stephanie Bice said, “This project represents a major breakthrough in improving how lawmakers engage with constituents. Having easy access to the latest tools and services for connecting with constituents can dramatically improve our district outreach efforts and ensure we are engaging constituents where they are.” Committee on House Administration Chairman Bryan Steil said, “It’s important that Congress continues to modernize with the rest of the country. This project will give us access to new, innovative tools to improve how we communicate and interact with our constituents. I thank Subcommittee Chair Bice for all her work on this project.” Ranking Member Norma Torres said, “Constituent correspondence is one of the most essential responsibilities in Congress – it’s really the heart of our work. I’m excited about this project because of what can be made possible and easier for my colleagues in their service to their community. This investment in new technology will help strengthen the connection between our office and the people we serve.”

Committee on House Administration Ranking Member Joe Morelle added, “The House of Representatives is the body closest to the American people, and is uniquely positioned to solve problems for them. This funding will help us ensure that Members have the tools to be even more responsive by delivering timely correspondence to their constituents and improving the quality of their engagement.”

According to hearings held by the subcommittee last December, Members have had limited choices among only three or four CMS vendors over two decades, which some say discouraged innovation.

According to the official website, the House Administration Committee serves as a standing committee focused on administrative matters within the U.S. House of Representatives. The committee also oversees federal elections, Capitol security measures—including responses after September 11 attacks and January 6 incident—and plays roles in joint committees such as those dealing with Library and Printing issues according to its website. It was instrumental in passing legislation like The Help America Vote Act in 2002 that provided significant funds toward voting system improvements according to its website.

Supporters believe these modernization steps could make congressional offices more responsive while offering greater flexibility through expanded technology options.
