Congressman Bryan Steil announced on Apr. 9 that the Department of Energy’s Office of Energy Dominance Financing will provide a $263 million loan to SHINE Chrysalis, LLC in Janesville, Wisconsin. The funding will support the construction of a new medical manufacturing facility in Janesville, which is expected to become the largest such facility in the world upon completion.
The new plant will use fusion and fission technology to produce Molybdenum-99 (Mo-99), a medical isotope essential for diagnostic imaging used by healthcare workers. This initiative aims to secure a domestic supply of Mo-99 and reduce reliance on foreign sources.
Steil said he had written to Department of Energy Secretary Chris Wright in May and September 2025 about SHINE’s work on Mo-99 and highlighted the importance of public-private partnerships for domestic manufacturing. Following the announcement, Steil said: “American supply chains ensure healthcare workers and patients have access to the lifesaving tools they need to identify and fight diseases like cancer and heart disease. This critical work to save lives will now be done right here in Janesville. Thank you, Secretary Wright and the Department of Energy for investing in Wisconsin and congratulations to SHINE on receiving this loan.”
Bryan Steil has served as U.S. Representative for Wisconsin’s 1st District since 2019 after replacing Paul Ryan according to his official biography. In recent elections, Steil defeated Peter Barca in 2024 with 54% of votes as reported by Ballotpedia, Ann Roe in 2022 with just over half the vote according to Ballotpedia, Roger Polack in 2020 with nearly sixty percent as noted by Ballotpedia, and Randy Bryce in 2018 with more than fifty-four percent as detailed by Ballotpedia.
The Department of Energy’s investment reflects ongoing efforts at both federal and local levels to strengthen American supply chains for critical medical resources.
