Woodman's Center Construction Apparent Low Bidder is Under Budget

The Woodman’s Sports and Convention Center in Janesville, Wisconsin, has reached another milestone as JP Cullen and Sons, Inc. emerged as the apparent low bidder for the construction project. The total bid, including alternate options, came in at $38,129,609, which is below the estimated construction cost.

City Manager Kevin Lahner expressed his excitement about the progress, stating, "Another milestone in the Woodman’s Center project has been reached, and we look forward to analyzing the bids and bringing a construction contract to the City Council on January 22. I commend the professionalism and dedication of our team as this historic project takes another step forward."

The City of Janesville initiated the construction bid process by publishing bid documents in November and hosting a mandatory pre-bid conference. The qualified bidders for the project were JP Cullen & Sons, Inc., Miron Construction Co., Inc., and Pepper Construction of Wisconsin.

However, it's important to note that the bid only covers the construction costs and does not include fixtures, furniture, equipment, soft costs, and contingency. The bid will undergo a thorough review for completeness and accuracy before a recommendation is presented to the City Council.

The City Council will convene on January 22 to consider awarding the construction contract based on the bids received. It's worth mentioning that the Council did not seek proposals for furniture or non-construction-related items during this bidding process. Quotes for those items will likely be pursued in the second quarter of 2024.

The focus at the moment is on obtaining approval for construction shop drawings and ordering construction-related materials, assuming the Council decides to award the construction contract.
