Woodman's Center Construction Apparent Low Bidder is Under Budget

The Woodman’s Sports and Convention Center apparent low bidder is JP Cullen and Sons, Inc, with a total bid of $38,129,609 (Base Bid plus alternates 1 through 5) after bids were opened at 2 p.m.. It is important to note that this is only for the construction costs of the project and does not include fixtures, furniture and equipment, soft costs, and contingency. However, the apparent low bid is below the construction cost estimate. The bid will be reviewed for completeness and accuracy before a recommendation is brought forward to the City Council.

“Another milestone in the Woodman’s Center project has been reached, and we look forward to analyzing the bids and bringing a construction contract to the City Council on January 22,” said City Manager Kevin Lahner. “I commend the professionalism and dedication of our team as this historic project takes another step forward.”

The City of Janesville first published construction bid documents in November, holding a mandatory pre-bid conference for potential prime contractors that same month.

The Council will consider an award of the construction contract at its meeting on Monday, January 22, based on the bids received.

During the construction bid process, the City did not seek proposals on any furniture or non-construction-related items. Quotes to pursue those items will likely take place in the second quarter of 2024. This timeline results from an immediate focus on getting construction shop drawings approved and construction-related materials ordered, assuming the Council chooses to award the construction contract.

The qualified bidders on the project were JP Cullen & Sons, Inc., Miron Construction Co., Inc., and Pepper Construction of Wisconsin.
