Congressman Bryan Steil, along with several colleagues, has introduced a new piece of legislation aimed at honoring veterans. The bill, known as H.R. 3999 or the American Flags to Honor Our Veterans Act, seeks to amend the U.S. Flag Code to allow American flags to be placed next to the graves of veterans and servicemembers year-round.

Currently, conflicting guidance in the U.S. Flag Code leads some municipal and private cemeteries to remove flags from these graves. This practice can result in flags being disposed of disrespectfully, causing frustration among those who wish to honor deceased servicemembers and veterans throughout the year.

"Veterans, servicemembers, and their families made sacrifices for our country that must be honored and remembered," said Congressman Steil. "Families should be able to honor our veterans and fly our nation’s flag at the gravesites of those who have defended our freedom year-round."

House Committee on Veterans’ Affairs Chairman Mike Bost expressed his support for the bill by stating: "The American Flag is a symbol of sacrifice, and families should have the right to place one on their loved one’s grave year-round."

Congressman Scott Fitzgerald also supported the legislation: "The American Flags to Honor Our Veterans Act ensures that servicemembers can be honored with our nation’s flag 365 days a year."

Congresswoman Gwen Moore highlighted the bipartisan nature of the bill: "Rep. Steil’s bipartisan bill will ensure this can happen every day."

The proposed amendment specifically allows an American flag displayed in a secured upright position directly adjacent to a grave site not to be removed.
