A bill authored by State Rep. Ann Roe in the Wisconsin Assembly seeks to support food assistance programs by providing grants for acquiring locally made or grown food products in Wisconsin, according to the Wisconsin State Assembly.

According to the Wisconsin State Legislature's official website, the bill was described as follows: "an agricultural purchase program and making an appropriation. (FE)".

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill mandates the Department of Agriculture, Trade, and Consumer Protection to establish an agricultural purchase program that provides grants to entities offering food assistance, such as food banks, pantries, and local food distributors, for acquiring food products made or grown in Wisconsin. The bill allocates $30 million for the 2025-26 fiscal year and increases the department's authorized positions by two full-time equivalent positions to support the program. It becomes effective the day after publication or the second day after publication of the 2025 biennial budget act, whichever is later.

The bill was co-authored by Sen. Brad Pfaff (Democrat-32nd District), Rep. Mike Bare (Democrat-80th District), Rep. Brienne Brown (Democrat-43rd District), Rep. Alex R. Joers (Democrat-81st District), and Rep. Tara Johnson (Democrat-96th District). It was co-sponsored by Sen. Kristin Dassler-Alfheim (Democrat-18th District), Sen. Dora E. Drake (Democrat-4th District), and Sen. Dianne H. Hesselbein (Democrat-27th District), along with nine other co-sponsors.

Ann Roe has co-authored or authored another 79 bills since the beginning of the 2025 session, with none of them being enacted.

Roe graduated from Lawrence University in 1998 with a BA and again in 1994 from Northeastern University in Boston.

Roe, a Democrat, was elected to the Wisconsin State Assembly in 2025 to represent the state's 44th Assembly district, replacing previous state representative Sue Conley.

In Wisconsin, the legislative process starts when a senator, constituent, group, or agency proposes an idea for a bill. After drafting, the bill is introduced, numbered, and referred to a committee for review and public input. If approved, it moves through three readings and votes in both the Senate and Assembly. Once both chambers pass the same version, the bill goes to the governor, who can sign it, veto it, or let it become law without a signature. Only a small share of bills introduced each session ultimately become law. You can learn more about the Wisconsin legislative process here.
